Like any house-holder, the Management Committee has to balance its books, and occasionally at times such as now, we have to borrow to make ends meet. Insurance, heating and electricity total nearly £2,300 in 2006/7,and these items never seem to get cheaper. We also have to make provision for future maintenance such as giving the Hall a redecorate from time to time, and provide for the time when something unexpected goes wrong .A £6,000 debt also remains from the refurbishment of the Hall
How to distribute these costs in an equitable manner is one of the biggest headaches that faces the Jubilee Hall Management Committee.

Our policy is to keep the hall charges as low as possible for residents of the Parish of Winsham, to encourage small and new organisations to make use of our very good facilities. We also have decided to break-down the hiring into three units of space-the Main Hall, the Committee Room and the New Meeting Room, making it possible for much greater overall flexibility in the use of the Hall. It also means that small organisations can hire the New Meeting room for as little as £2.00p.h,or the Committee Room for £3.00p.h.Even the Main Hall only costs £4.00ph,which is incredible value.

To offset what is effectively a subsidy, we are seeking to attract Wedding Receptions, Parties, and bookings from Commercial/Local Government for business meetings, seminars, etc. Now we have a fast Broadband connection, and a smart,comfortable hall,we understand that the potential for this type of use has been greatly extended. Clearly we would require a truly economic rate for the hire of the Hall's facilities, but this would continue to be lower than the charges that a commercial organisation would need to charge, due to the voluntary basis of the management team and our 'not for profit' charitable basis. However we have to attract this type of use, and it take time, so our current financial difficulties will remain with us for a while.

For these reasons we are introducing a voluntary element into our charging structure, with immediate effect .
We are asking all Hall users to consider if they can make an additional contribution by volunteering an additional amount for what they pay for the hire of the Hall.

WE EMPHASISE  THAT IT IS VOLUNTARY-but we do need to increase our income quickly. Can your organisations afford to pay a little more? The  economic rate of hire is reflected in our tariff for Weddings and Commercial organisations, so this is your guide as to what we need. If you are unable to contribute more on this voluntary basis ,after giving the idea some consideration, then there is no problem. If you can afford to pay a little more then you are helping the other smaller organisations in the community.
